General Jonnel C. Estomo, born on November 25, 1968 in Tagbilaran City, Bohol, is a respected officer of the Philippine National Police (PNP) and a graduate of the Philippine Military Academy (PMA) Tanglaw-Diwa Class of 1992. One of Estomo’s key assignments was as Director of the PNP Anti-Kidnapping Group (AKG). Under his leadership, the AKG became a strong force against kidnapping-for-ransom groups, especially those targeting POGO workers and casino patrons. His unit arrested hundreds of suspects, neutralized known kidnappers, and rescued victims in high-risk operations. Estomo’s time in AKG also involved working with advisory groups and supporting legislative measures to strengthen anti-kidnapping efforts.

He later served as Director of Police Regional Office 5 (PRO5) in the Bicol region, where his administration earned recognition for law enforcement, discipline, and personnel management. The Bicol police office was consistently recognized for its high Unit Performance Evaluation Ratings (UPER), showing Estomo’s focus on accountability and efficiency.

In August 2022, Estomo became Regional Director of the National Capital Region Police Office (NCRPO). During his term, he launched the S.A.F.E. NCRPO program, meaning “Seen, Appreciated, and Felt through Extraordinary deeds,” aimed at improving police visibility and crime prevention in Metro Manila. His leadership led to the seizure of billions of pesos worth of illegal drugs and firearms, and the arrest of over 2,000 wanted persons nationwide.

Estomo was also instrumental in solving notable cases, including the murder of journalist Percy Lapid in Las Piñas City. His coordination with the PNP Criminal Investigation and Detection Group led to the arrest of the confessed gunman and charges against suspects, including former Bureau of Corrections Director Gerald Bantag.

Beyond operations, Estomo introduced the S.A.F.E. NCRPO Alert App, allowing real-time crime reporting and emergency response through SMS, even without internet access. This initiative supported the PNP’s goals of transparency, responsiveness, and community engagement.
